北京市人民政府关于加快发展现代保险服务业的实施意见

各区、县人民政府,市政府各委、办、局,各市属机构:
        为贯彻落实《国务院关于加快发展现代保险服务业的若干意见》(国发〔2014〕29号),加快发展首都现代保险服务业,提升其服务首都经济社会发展能力,结合实际,现提出以下实施意见。
 一、总体思路和发展目标
        (一)总体思路。全面贯彻落实党的十八大和十八届三中、四中全会精神,深入学习贯彻习近平总书记系列重要讲话和对北京工作的重要指示精神,认真落实《京津冀协同发展规划纲要》及本市贯彻意见,立足首都城市战略定位,紧紧围绕稳增长、促改革、调结构、惠民生、防风险,不断完善保险经济补偿机制、强化风险管理核心功能、提高保险资金配置效率,大力发展具有国际竞争力、富有创造力和充满活力的现代保险服务业,使现代保险服务业成为首都金融业创新发展的重要支柱、构建高精尖经济结构的高效引擎、改善民生保障的有力支撑、创新社会治理的有效机制,为加快建设国际一流的和谐宜居之都作出积极贡献。
        (二)发展目标。到2020年,基本建成保障全面、功能完善、安全稳健、诚信规范,与首都经济社会发展和人民群众需求相适应的现代保险服务业。保险服务能力、创新能力和国际竞争力显著提升,成为改善民生保障、加强社会管理、促进经济提质增效升级的有效工具。保险深度和保险密度持续位于全国前列。保险的社会“稳定器”和经济“助推器”作用得到有效发挥。
二、发挥保险的经济“助推器”作用,助力构建高精尖经济结构
        (三)完善科技保险体系,推动科技创新中心建设。加大保险对科技创新的支持力度,支持保险机构开发适应科技创新特点的保险产品,探索新技术新产品(服务)“首购首用”风险补偿机制,促进企业创新和科技成果产业化。鼓励保险公司针对科技型企业特征定制保险产品和风险保障方案,满足科技型企业在初创期、成长期、成熟期等不同发展阶段的风险保障需求,着力推动大众创业、万众创新。推动保险机构加大对战略性新兴产业技术开发、产品研制和产品商业化、产业化的服务保障。探索“互联网+保险”新模式,推动保险服务业与移动互联网、云计算、大数据、物联网等融合发展。加大政策支持力度,建立政府、银行机构、保险机构共同参与的风险防范和分担体系,深入推进中关村小额贷款保证保险试点工作,并逐步向全市推广。(市科委、市财政局、市经济信息化委、市金融局、中关村管委会、北京保监局按职责分工落实)
        (四)丰富文化保险产品,支持文化产业发展。鼓励保险机构加强文化产业保险产品创新,开发适合文化产业特点和需求的专属险种,积极开展知识产权、艺术品、影视、演艺、体育、会展等保险服务,参与设立文化产业发展基金,促进文化产业发展。引导保险机构结合本市旅游业发展特点,建立责任全面、保障高效的旅游保险体系。(市文化局、市文资办、市知识产权局、市商务委、市旅游委、市体育局按职责分工落实)
        (五)加强出口保险服务,支持对外贸易稳定增长。鼓励保险机构为对外贸易投资、营运、劳务派遣等提供标准化保险服务。加大出口信用保险对本市自主品牌、自主知识产权、战略性新兴产业“走出去”的支持力度。逐步扩大小微出口企业统保覆盖面。支持保险机构对出口企业贸易扩大融资规模。(市商务委、市财政局按职责分工落实)
        (六)推进保险资金运用,支持实体经济发展。鼓励保险资金利用债权投资计划、股权投资计划等方式,支持京津冀协同发展、重大基础设施建设、棚户区改造、生态环境建设等重大项目。鼓励保险公司通过投资企业股权、债权、基金、资产支持计划等多种形式,在合理管控风险的前提下,为符合首都城市战略定位的科技型企业、战略性新兴产业发展提供资金支持。支持保险资金投资创业投资基金,使保险资金投资股权覆盖企业初创期、成长期、成熟期等各个发展阶段。加强政府投资引导基金与保险资金的合作,发挥财政资金的杠杆作用。支持保险资金参与本市国有企业混合所有制改革。进一步发挥保险公司的机构投资者作用,支持首都多层次资本市场发展。(市金融局、市发展改革委、市财政局、市经济信息化委、市国资委、市重大项目办、中关村管委会、北京保监局按职责分工落实)
三、发挥保险的风险管理功能,提升社会治理水平
        (七)运用保险机制创新公共服务提供方式。在公共服务领域引入市场化机制,推进具有资质的商业保险机构开展补充医疗保险经办服务。推广老年人意外伤害保险、政府机构公众责任保险、低保低收入群体意外伤害保险、计划生育家庭综合保险。试点发展治安保险、社区综合保险等。加强保险监管部门与公安交通管理部门的信息共享,充分运用移动互联技术,完善交通事故快速处理机制。(市公安局、市财政局、市人力社保局、市交通委、市卫生计生委、市社会办、首都综治办、各区县政府按职责分工落实)
        (八)发挥保险工具化解社会风险的积极作用。坚持政府引导、市场运作,加快发展公众责任保险。以与公众利益密切相关的环境污染、食品安全、校园安全等为重点,开展强制责任保险试点。鼓励商业保险公司开展医疗责任保险服务。针对高危行业和轨道交通等人员密集场所,积极稳妥开展安全生产责任保险试点。研究建立建设工程质量潜在缺陷保险制度。(市安全监管局、市教委、市环保局、市住房城乡建设委、市交通委、市卫生计生委、市食品药品监管局、各区县政府按职责分工落实)
        (九)运用保险手段提高灾害事故防范救助水平。将保险风险管理技术纳入灾害防范救助体系,提升城市灾害管理能力。鼓励企业和居民利用商业保险等市场化手段应对灾害事故风险,积极发展企业财产保险、家庭财产保险及产品质量保险,发挥保险的经济补偿功能。针对本市自然灾害特点,探索建立多层次巨灾风险分散机制。(市金融局、市民政局、市应急办、北京保监局按职责分工落实)
四、发挥保险民生保障功能,完善多层次社会保障体系
        (十)有效衔接基本社会保障制度。鼓励保险公司开发各类养老、医疗保险和失能收入损失保险等商业保险产品,扩大商业养老健康保险覆盖面和保障人群,充分发挥商业保险对基本养老、医疗保险的补充作用。支持北京商业健康保险信息平台与基本医疗保险信息系统、医疗机构信息系统实现信息共享;市政府相关部门和商业保险机构要加强信息安全保障,防止信息泄露和滥用。稳步推广农村居民新农合“共保联办”试点经验。支持保险公司参与民政救助服务,为最低生活保障家庭成员、特困供养人员等救助对象提供综合保险保障。(市人力社保局、市卫生计生委、市民政局、北京保监局按职责分工落实)
        (十一)创新养老保险产品服务。拓展商业养老保险的覆盖领域,为不同群体提供个性化、差异化养老保障。支持有条件的企业建立商业养老健康保障计划,支持保险机构拓展企业年金业务。支持个人储蓄性养老保险发展。开展个税递延型养老保险试点。大力推进养老机构综合责任保险。支持保险机构建设社区养老保险服务网络,支持具备条件的保险机构投资本市养老服务产业,建设养老机构,促进保险服务业与养老服务业融合发展。(市民政局、市财政局、市人力社保局、市卫生计生委、市地税局、北京保监局按职责分工落实)
        (十二)发展多样化健康保险服务。大力拓展重大疾病、住院、长期护理等保险产品和服务,探索开发针对药品、医疗器械、特需医疗和检查服务的健康保险产品。积极探索商业保险参与城乡居民大病保险方式。支持保险机构参与本市健康服务业产业链整合和设立医疗机构。开展商业健康保险个人所得税政策试点工作。(市发展改革委、市民政局、市财政局、市人力社保局、市卫生计生委、市地税局、北京保监局按职责分工落实)
五、强化保险支农惠农作用,服务都市型现代农业发展
        (十三)加大农业保险创新力度。完善政策性农业保险保障机制,不断扩大保险覆盖面。支持涉农区县发展区域特色经济作物保险。结合本市都市型现代农业发展定位,推广农产品目标价格指数保险、气象指数保险等保险产品,鼓励在有条件的区县将涉农保险业务从“保成本”逐步过渡到“保收入”、“保产量”。运用卫星遥感等信息技术手段,提升农业保险服务水平。(市农委、市财政局、市气象局、北京保监局、涉农区县政府按职责分工落实)
        (十四)提高“三农”保险覆盖面和保障水平。支持保险机构提供保障适度、保费低廉、保单通俗的“三农”保险产品,建立健全政策性保险与商业保险相结合,覆盖农村生产生活生态各领域、财产人身责任各险种的风险防范体系。推进农产品食品安全责任保险和农业基础设施、农机具、农房保险等,试点开展农户小额贷款保证保险。鼓励保险机构结合本市城乡结合部改造、新型城镇化建设的特点,开发多样化保险产品,为农户提供更好保障。在大兴区建立“三农”保险创新示范区,为全市“三农”保险发展探索经验。(市农委、北京保监局、涉农区县政府按职责分工落实)
        (十五)推进“三农”保险服务体系建设。加快乡镇、村“三农”保险服务网点建设,优化网点布局,提高保险服务水平。充分利用北京市农村金融与风险管理信息平台,加强农业保险信息化管理。健全保险机构与气象、农业、国土等部门的合作机制。(市农委、市国土局、市气象局、北京保监局、涉农区县政府按职责分工落实)
六、推进保险业改革创新和对外开放,提高首都保险业核心竞争力
        (十六)促进现代保险市场体系建设。支持符合条件的国有资本、民营资本和境外资本投资设立保险公司。按照本市促进金融产业发展相关政策,对符合首都城市战略定位的新设立或新迁入法人保险机构给予支持。支持在京设立不动产、基础设施、健康养老等专业保险资产管理机构,稳步推进保险公司设立基金管理公司试点。加强保险业基础设施建设,积极争取在京设立保险行业资产托管中心、保险资产交易平台、保险交易所、再保险交易所等基础平台。推进保险中介市场发展。按照京津冀协同发展要求,有序疏解保险业后台类服务机构。(市金融局、市财政局、市发展改革委、北京保监局、有关区县政府按职责分工落实)
        (十七)提高保险业对外开放水平。立足国际交往中心定位,不断提高首都保险业对外开放水平和在国际、国内保险市场配置资源的能力。支持在京保险集团总部拓展海外业务,扩大保险服务出口,为境内外企业提供风险保障。支持境外保险机构在京发展。支持符合条件的保险公司通过境内外资本市场筹集资金。(市金融局、北京保监局按职责分工落实)
        (十八)加快推进北京保险产业园建设。完善加快北京保险产业园发展的政策体系,促进功能集聚、政策集成、服务集中,努力构建以保险业为龙头的国家级金融创新示范区。积极引导创新型保险业态发展,加快建设全国保险政策智库和全国保险“数字特区”,推动具有重大示范带动作用的保险业改革创新政策在产业园先行先试。(市金融局、中关村管委会、北京保监局、石景山区政府按职责分工落实)
七、完善支持政策,优化首都保险业发展环境
        (十九)健全保险业发展的协调机制。加强市政府相关部门与保险监管部门的协调合作,推动商业保险积极参与社会管理和民生保障。充分发挥政府在促进现代保险服务业发展中的引导、推动作用,营造统一公开、竞争有序的良好发展环境。(市金融局、北京保监局、市政府相关部门按职责分工落实)
        (二十)积极落实财税支持政策。综合运用财政补贴、风险补偿等方式,对具有较强社会公益性、关系国计民生的保险服务给予必要支持。认真执行国家相关税收支持政策。(责任单位:市财政局、市国税局、市地税局按职责分工落实)
        (二十一)规范保险市场秩序。加强保险业风险防范化解工作,加快构建保险监管与公安、司法等部门的合作机制,确保首都保险市场安全稳健运行。进一步加强保险消费者合法权益保护。充分发挥保险行业协会等组织的自律作用,促进行业规范健康发展。(市金融局、北京保监局、各区县政府按职责分工落实)
        (二十二)提升全社会保险意识。市有关部门要加大宣传力度,积极开展保险宣传进学校、进社区、进农村活动,普及保险知识,在全社会形成学保险、懂保险、用保险的良好氛围。将保险知识学习教育纳入全市干部培训内容,促进各级政府及其行政管理部门主动运用保险手段改进公共服务,提升社会治理能力。(市金融局、市教委、市人力社保局、市农委、市新闻出版广电局按职责分工落实)
        (二十三)深化京津冀保险业合作。深入贯彻落实京津冀协同发展战略,鼓励保险机构开发适合京津冀协同发展特点的保险产品,促进产业合理布局和优化升级。支持在京保险机构加强与天津市、河北省保险机构的交流合作,优化业务流程,规范服务标准,为保险消费者提供专业、便捷的保险服务。开展跨区域监管协调和合作,打击非法保险业务和保险欺诈行为,促进京津冀保险市场平稳健康发展。(市金融局、北京保监局按职责分工落实)

Opinions of the People's Government of Beijing Municipality on Accelerating the Development of Modern Insurance Industry

People’s government of all districts and counties, and all commissions, offices and bureaus of Municipal Government and all municipal institutions:
In combination with the reality, the following opinions are hereby issued in order to implement Opinions of the State Council on Accelerating the Development of Modern Insurance Industry (GF No. 29, 2014), to accelerate the development of modern insurance industry in the capital city and improve the capacity of the industry to serve the economic and social development in the capital.
 I. General idea and development objectives
(I) General idea. In order to comprehensively implement the spirit of the 18th CPC National Congress and the 3rd and 4th Plenary Session of the 18th CPC Central Committee, and earnestly implement Planning Outline of Collaborative Development of Beijing, Tianjin and Hebei and the implementing opinions of the Municipality, based on the strategic positioning of the capital city and focusing on steady growth, reform promotion, structure adjustment, benefiting people's livelihood and risk prevention, we shall constantly improve economic compensatory mechanism of insurance, upgrade the industry’s key function of risk management and raise the efficiency of asset allocation and vigorously develop an innovative, dynamic and internationally competitive modern insurance industry, to develop the modern insurance industry into a pillar of the innovation and development of financial industry and the efficient engine for the construction of high-grade, precise and advanced economic structure, a strong support to better livelihood protection and an efficient mechanism for social governance innovation, so as to make positive contributions to accelerate the construction of the world-leading harmonious and livable capital.
        (II) Development objectives: by 2020, a comprehensive, fully functional, safe and stable, trustworthy and compliant modern insurance industry is to be in place to fit the economic and social development of the capital and demands of the people. Insurance service capability, innovation capability and international competitiveness shall be improved significantly. Modern insurance industry shall become an efficient tool to better livelihood protection, enhance social management and promote the quality and efficient improvement and upgrading of economy. Insurance penetration and insurance density continue to lead in the country. Insurance will be an effective “stabilizer” of the society and a “booster” of the economy.
II. Giving a full play to the function of insurance as a “booster” of the economy and promoting the construction of high-grade, precise and advanced economic structure.
        (III) Scientific and technological insurance system shall be improved to promote the construction of scientific and technological innovation center. Support from insurance to scientific and technological innovation shall be enhanced. Insurance agencies shall be supported to develop the insurance products suitable for the characteristics of scientific and technological innovation. The risk compensation mechanism of “first-time purchase, first-time use” of new technologies and new products (services) shall be explored, to promote enterprise innovation and the industrialization of scientific and technological achievements. Insurance companies shall be encouraged to customize insurance products and risk protection scheme for the characteristics of scientific and technological enterprises, to meet the risk protection requirements of scientific and technological enterprises in different stages, including start-up stage, growth stage and maturity stage. Mass entrepreneurship and innovation shall be promoted vigorously. Insurance agencies shall be encouraged to enhance the service guarantee to the technological development, product development and the commercialization and industrialization of products of strategic emerging industries. The new mode of “Internet + Insurance” shall be explored to promote the integrated development of insurance industry and mobile Internet, cloud computing, big data and IoT, etc. Policy support shall be increased to establish the risk prevention and sharing system participated by government, bank institutions and insurance agencies jointly. Micro-loan guarantee insurance pilot work in Zhongguancun shall be further promoted and expanded across the city gradually.         (IV) Culture insurance products shall be enriched to support the development of cultural industry. Insurance agencies shall be encouraged to enhance innovation of insurance products for cultural industry and develop special insurances suitable for the characteristics and requirements of cultural industry and actively carry out insurance services in terms of intellectual property right, artwork, films and televisions, entertainment, sports and exhibitions, etc. and participate in the establishment of cultural industry development fund, to promote the development of cultural industry. Insurance agencies shall be guided to establish a tourism insurance system with comprehensive liabilities and highly efficient guarantee in combination with the characteristics of the development of the tourism in the city. (Beijing Municipal Bureau of Culture, State-owned Cultural Assets Supervision and Administration Office of the People’s Government of Beijing Municipality, Beijing Intellectual Property, Beijing Municipal Commission of Commerce, Beijing Municipal Commission of Tourism Development and Beijing Municipal Bureau of Sports shall implement according to division of duties)
        (V) Export insurance services shall be enhanced to support steady growth of foreign trade. Insurance agencies shall be encouraged to provide standard insurance services to foreign trade investment, operation and labor dispatching, etc. Support from export credit insurance to proprietary brands, proprietary intellectual property rights and “going out” of strategic emerging industries in the city shall be enhanced. Coverage of blanket insurance of small and micro export enterprises shall be expanded gradually. Insurance agencies shall be supported to expand financing scale for export enterprises.         (VI) Utilization of insurance fund shall be promoted to support the development of real economy. Insurance funds shall be utilized to support the collaborative development of Beijing, Tianjin and Hebei, construction of major infrastructure, renovation of shanty houses and construction of ecological environment and other major projects by the means of creditor investment plan and equity investment plan, etc. Insurance companies shall be encouraged to, on the premise of reasonable management and control of risks, provide financial support to scientific and technological enterprises and strategic emerging industries meeting the strategic positioning of the capital city by the means of investing in enterprise equity, creditor's rights, funds and asset-backed plan, etc. Insurance fund-invested venture investment fund shall be supported to allow the start-up stage, growth stage and maturity stage and other development stages of enterprises to be covered by insurance fund-invested equity. The cooperation between government venture capital guiding fund and insurance fund shall be enhanced, to give a full play to the leverage effect of financial fund. Participation of insurance fund in the mixed-ownership reform of state-owned enterprises in the city shall be supported. The role of insurance companies as an institutional investor shall be further brought into full play. The development of multi-level capital market shall be supported. III. Giving a full play to the risk management function of insurance and improving the level of social governance
        (VII) Insurance mechanism shall be utilized to innovate the delivery of public services. Marketization mechanism shall be introduced into public service field. Qualified insurance agencies shall be encouraged to undertake administrative and agency services related to supplementary medical insurance. Accident insurance for the aged, public liability insurance of governmental agencies, accident insurance for groups with minimum living security allowance and low-income and comprehensive insurance for households with family planning shall be promoted. Public security insurance and community comprehensive insurance shall be developed on a trial basis. Information sharing between insurance regulatory department and public security traffic administrative department shall be enhanced and mobile interconnection technology shall be fully utilized to improve quick handling mechanism of traffic accidents.         (VIII) The positive effect of insurance instruments to mitigate social risks shall be brought into full play. Government guidance and market operation shall be insisted to accelerate the development of public liability insurance. Centered on environmental pollution, food security and campus security, etc. that are closely related to public interest, carry out mandatory liability insurance pilot. Commercial insurance companies shall be encouraged to undertake medical liability insurance services. For high-risk industry and rail transport and other crowded places, work safety liability insurance pilot shall be carried out actively and reliably. The establishment of insurance system for latent quality defects of construction projects shall be researched. (Beijing Administration of Work Safety, Beijing Municipal Education Commission, Beijing Municipal Environmental Protection Bureau, Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Municipal Commission of Transport, Beijing Municipal Commission of Health and Family Planning, Beijing Food and Drug Administration, government of each district and county shall implement according to division of duties)
        (IX) Insurance means shall be utilized to improve the level of prevention and assistance of disasters and accidents. Insurance risk management techniques shall be incorporated into disaster prevention and assistance system to improve urban disaster management capability. Enterprises and citizens shall be encouraged to utilize commercial insurances and other marketization means to cope with disaster and accident risks. Enterprise property insurance, household property insurance as well as product quality insurance shall be developed actively. The function of economic compensation of insurance shall be brought into full play. For the characteristics of natural disasters in the city, the establishment of multilevel catastrophe risk diversification mechanism shall be explored. IV. Giving a full play to the livelihood protection function of insurance and improving the multilevel social security system
        (X) effectively link up to the basic social security system. Insurance companies shall be encouraged to develop various kinds of pension and medical insurance and disability income insurance and other commercial insurance products and expand the coverage and protected groups of commercial pension and health insurance. The function of commercial insurance to supplement basic pension and medical insurance shall be brought into full play. The realization of information sharing between Beijing commercial health insurance information platform and basic medical insurance information system and medical institution information system shall be supported; relevant department of Municipal Government and commercial insurance institutions shall enhance information security guarantee, to prevent information leakage and abuse. Experience of “joint insurance and joint organization” pilot of new rural cooperative medical system (NCMS ) for rural residents shall be promoted steadily. Insurance companies shall be supported to participate in civil assistance services, to provide comprehensive insurance protection to members of a family with basic living allowance and persons in exceptional poverty receiving support from government and other social assistance recipients.         (XI) Innovate pension insurance products and services. The coverage of commercial pension insurance shall be expanded, to provide personalized and differential pension security for different groups. Eligible enterprises shall be supported to establish commercial pension and health insurance plan. Insurance agencies shall be supported to expand enterprise annuity business. The development of savings-type pensions for individuals shall be supported. Pilot projects of tax deferred pension insurance should be carried out in due time. General liability insurance for nursing institution for the aged shall be vigorously promoted. Insurance agencies shall be supported to build community pension insurance service network. Eligible insurance agencies will be encouraged to invest in aging care service industry in the city to achieve integrated development of the two industries.     (XII) Diversified health insurance services shall be developed. Insurance products and services for critical illness, hospitalization and long-term care, etc. shall be vigorously expanded. The development of health insurance products for medicines, medical apparatus and instruments and special medical care and examination service shall be explored. The mode of participation of commercial insurance in critical illness insurance for urban and rural residents shall be explored actively. Insurance agencies shall be supported to participate in the integration of industry chain of health service industry in the city and set up medical institutions. Pilot work of policies on personal income tax of commercial health insurance shall be carried out. V. Strengthening the effect of insurance to support and benefit agriculture, rural areas and farmers and serving the development of urban modern agriculture
        (XIII) Innovation of insurance for agriculture shall be enhanced. Guarantee mechanism of policy-oriented agricultural insurance shall be improved. Coverage of insurance shall be expanded constantly. Support shall be given to the development of insurances for regional characteristic economic crops in agriculture-related districts and counties. In combination with the development orientation of urban modern agriculture in the city, insurance for target price index and insurance for meteorological index of agricultural products and other insurance products shall be promoted. Eligible districts and counties shall be encouraged to transit agriculture-related insurance business from “cost guarantee” to “income guarantee” and “yield guarantee”. Satellite remote sensing and other information technologies shall be utilized to improve the service level of agricultural insurance.         (XIV) Coverage and guarantee level of insurance for “agriculture, rural areas and farmers” shall be improved. Insurance agencies shall be supported to provide insurance products for “agriculture, rural areas and farmers” with appropriate guarantee, low premium and common policies. Robust policy-oriented insurances shall be established to be combined with commercial insurances, to cover all the fields of rural production, living and ecology and risk prevention system of property, life and liability insurances. Liability insurance for food security of agricultural products and insurances for agricultural infrastructure, agricultural implements and rural houses, etc. shall be promoted. Micro-loan guarantee insurance for peasant households shall be carried out on a trial basis. Insurance agencies shall be encouraged to, in combination with the characteristics of reconstruction of rural-urban fringe zone and construction of new-style urbanization in the city, develop diversified insurance products, to better protect peasant households. Innovation demonstration zone of insurance for “agriculture, rural areas and farmers” shall be established in Daxing District, to explore experience for the development of insurance for “agriculture, rural areas and farmers” across the city.         (XV) The construction of insurance service system for “agriculture, rural areas and farmers” shall be promoted. The construction of insurance service centers for “agriculture, rural areas and farmers” in villages and towns shall be accelerated, and the layout of centers shall be optimized to improve the service level of insurance. Beijing municipal rural finance and risk management information platform shall be fully utilized to enhance informatization management of insurance for rural areas. The cooperation mechanism between insurance agencies and meteorological, agriculture, and state-owned land department, etc. shall be improved. V. Promoting reform and innovation of insurance industry and opening up and improving the core competitiveness of insurance industry in the capital
        (XVI) The establishment of modern insurance market system shall be promoted. Qualified state-owned capital, private capital and foreign capital shall be supported to be invested in establishing insurance companies. In accordance with relevant policies on promoting the development of financial industry in the city, support shall be given to newly-established or newly-settled corporate insurance agencies meeting the strategic positioning of the capital city. Support shall be given to the establishment of professional insurance asset management institutions, including real estate, infrastructure, health and pension, etc. in Beijing. The establishment of fund management company pilot by insurance companies shall be promoted steadily. The construction of infrastructure of insurance industry shall be enhanced. Actively strive to establish insurance industry asset custody center, insurance asset transaction platform, insurance exchange and reinsurance exchange and other basic platform in Beijing. The development of insurance intermediary market shall be promoted. In accordance with the requirements of collaborative development of Beijing, Tianjin and Hebei, background-type service institutions of insurance industry shall be evacuated orderly.         (XVII) The level of opening up of insurance industry shall be improved. Based on the orientation of an international communication center, the level of opening up and the capability in terms of market-allocated resources in domestic and international insurance markets of insurance industry in the capital city shall be improved constantly. Insurance group headquarters in Beijing shall be supported to develop overseas business, expand export of insurance services, and to provide risk protection to domestic and overseas enterprises. Support shall be given to the development of overseas insurance agencies in Beijing. Qualified insurance companies shall be supported to raise fund through domestic and overseas capital markets.         (XVIII) The construction of Beijing Insurance Industry Park shall be accelerated. The improvement of policy system for the development of Beijing Insurance Industry Park shall be improved, to promote function clustering, policy integration and service centralization, to strive to construct a national financial innovation demonstration zone led by insurance industry. The development of innovative insurance business shall be guided actively. The construction of national insurance policy think tank and national insurance “digital SAR” shall be accelerated. Policies on the reform and innovation of insurance industry with major demonstration and driving effect shall be carried out and tried at first in the Industry Park. VII. Improving supporting policies and optimizing the development environment of insurance industry in the capital city
        (XIX) Coordination mechanism for the development of insurance industry shall be improved. Coordination and cooperation between relevant departments of Municipal Government and insurance regulatory shall be enhanced. Commercial insurance shall be promoted to actively participate in social management and livelihood protection. The guiding and driving effect of government in promoting the development of modern insurance industry shall be brought into full play, to create a good public development environment with orderly competition. (Beijing Municipal Bureau of Financial Work, China Insurance Regulatory Commission Beijing Bureau and relevant departments of Municipal Government shall implement according to division of duties)
        (XX) Finance and taxation supporting policies shall be implemented actively. Fiscal subsidies and risk compensation and other methods shall be utilized comprehensively to give necessary support to the insurance services with strong public welfare and close related to national welfare and the people’s livelihood. Relevant national policies on supporting finance and taxation shall be earnestly implemented.         (XXI) Insurance market order shall be regulated. Risk prevention and mitigation of insurance industry shall be enhanced. The construction of the cooperation mechanism between insurance regulation and public security and judicial department and other departments shall be accelerated, to ensure the safe and robust operation of insurance market in the capital city. Protection of the legal interest of consumers shall be further enhanced. Self-discipline function of insurance industry associations and other organizations shall be brought into full play, to promote the healthy development of industry regulations.         (XXII) Social insurance awareness shall be improved. Relevant department of the Municipality shall enhance publicity and actively carry out insurance publicity activities in schools, communities and rural areas to popularize insurance knowledge, and form a good atmosphere of learning insurance, understanding insurance and utilizing insurance across the society. Learning and education of insurance knowledge shall be included in the contents of cadre training across the city, to promote governments of all levels and their administrative departments to actively utilize insurance means to improve public services and improve social governance capability.         (XXIII) Cooperation of insurance industry of Beijing, Tianjin and Hebei shall be deepened. The implementation of strategy of collaborative development of Beijing, Tianjin and Hebei shall be deepened. Insurance agencies shall be encouraged to develop insurance products suitable for the characteristics of collaborative development of Beijing, Tianjin and Hebei, to promote reasonable layout and optimization and upgrading of the industry. Insurance agencies in Beijing shall be supported to enhance the communication and cooperation with the insurance agencies in Tianjin City and Hebei Province, to optimize business process, normalize service standards, so as to provide professional and more convenient insurance services to insurance consumers. Cross-regional regulatory coordination and cooperation shall be carried out to combat illegal insurance business and insurance fraud and promote the steady and healthy development of Beijing, Tianjin and Hebei.
